Does this mean that everyone who is still here is now set in stone to stay in terms of no further ability to transfer out via the portal and play somewhere else next season? Or is there another window where someone can ghoulishly backdoor steal our talent for next season?

I believe that if somebody announces for the portal, they wouldn't be eligible at their new school until the 2025 season. They could "leave" Arizona today and transfer universities but couldn't play immediately.

Actually, once a player enters the portal, he is in until he transfers or removes his name from the portal in a return to the same school. His eligibility for this year does not change. Like for Tacario Davis, he will play this year even if he does not commit until August. Like we did last year with Taylor Upshaw. Now, Taylor was also a Grad Transfer, which allowed him access to the portal at any time and not just during certain periods.
There will be some Spring transfers that play right away at their new schools.
