It doesn't really matter without any context. He's not old enough to do anything in Vegas other than basketball.
It kinda looks like a "casino night" outside a Vegas. Nobody else is dressed up and rarely do casinos allow you to wear hoodies at the table.
If he were gambling at 10:24pm, Lloyd would kill him. Since the guy "received the photo", I seriously hope he's trying to stir up shit (because that would be ridiculously irresponsible).
