The scholarships will provide up to $33,000 toward a bachelor's degree, filling the gap between the total cost of tuition and fees and any scholarships and financial aid the student has already received.

Hate to say it, but they should reimburse people who paid their tuition before doing this.
If they want to admit kids for free, just say so and make it like stadiums where if there's no seats left, then make it "standing room only", don't have to act like they are do-gooder's handing over up to 33k for the song and dance of getting kick backs.
